Actually, a lot of people have been pardoned before conviction.

Honestly, I don't know if a president can pardon someone before they've been charged, but my gut says that they can. Again, referencing the Ford/Nixon case, he clearly said "has committed or may have committed"...so that was a blanket pardon for everything that they knew about and didn't know about.

Nixon gave a blanket pardon to all returning prisoners of war which saved John McCain from treason and collaboration charges.

And Jimmy Carter pardoned all of the draft dodgers.

I wasn't making a judgment call as to the right or wrong of it. Just stating another example of "pre-charge" pardon. No, I wasn't a POW. Nor did I have family members killed in the aircraft shot down by the North Vietnamese as a result of the information that was alleged to come from John McCain. I'm sure neither of us would wish those shoes on anyone.
