We had not had an ambassador Killed since the Carter Admin in 1979 and the Benghazi attack was unprecedented complete destruction of an embassy. All attacks were investigated as were the deaths of ambassadors previously killed. You do not need "special funding" to assign troops already being paid to be deployed to an embassy if the CIC orders it. She might have a leg to stand on if she had said "I Demanded troops be deployed for security to Pres. Obama and he refused..." but that would make HIM look bad , which he does anyway in this mess.
