I've only gotten 3 submissions once, it almost always only lets me do 2

I thought if you used your 2 every day, it's supposed to bump you up to 3 at some point. It's only supposed to drop you back down to 2 if you only use 1. At least that's what I thought. There could be some other factors, though.
