You don't have to download it first off... Ok to add images to a pic you first need to know what clip art is. You can google it, you want to look for images that have a background that is a lightly colored checkerboard pattern. They have a different tag at the end, most pictures have jpg or jpeg at the end, clip art will have png at the end of it. The best thing to do is search for what you want to add like this "celebrity heads png" that's just an example but I know that search brings up a bunch of clip art of peoples heads you might want to add to another picture. You can search for anything to add to a pic that way, the key is like I said making sure it has that checkered background or it won't work. Then you upload your picture to toolpic, go to the layers option at the top of the screen. Choose add image as a layer, then pic your png "clip art" image you want to add. After you add it you can go to the edit option and pic transform or distort to move it around and make it fit how you and where you want it to.
That's the basics of it, you can do the same with the add image option on this site but toolpic gives you more options for moving it around and making it fit better. There are ways to make your own clip art like I do but we will get into that after you get this first part down. Hope this helps....
