There's a difference between being smart (i.e. intelligent) and being educated (i.e. knowledgeable). Statistically, based solely on population, China would have the greatest number of genius-level intellects (if you take Mensa's definition of "genius" - scoring among the top 2% of the general population, on an IQ test). This would equate to about 26.4 million individuals - more than the number of people living in the top 10 most populous US cities, combined (New York, Los Angeles, Chicago, Houston, Philadelphia, Phoenix, San Antonio, San Diego, Dallas, San Jose).
