No. The "underlying statement" is saying that we didn't evolve at all ;) The poster is attempting to use a misconception about evolution, in order to argue against it. The fact that we did not "evolve from monkeys," does not invalidate the theory of evolution, and a person educated in the theory of evolution would never make such a claim. It is simply that some non-evolutionists misunderstand what evolutionists believe.
