They give you 2 submissions a day when you start. If you use your submissions every day after about a week they give you a 3rd submission. You will continue to have 3 submissions a day unless you don't submit any memes. If you don't submit anything or only one then you will go back to 2 submissions a day. If you use both of those then on the next day you should have 3 again.

I think it's points based. They give you 2 up to 1000, 3 up to 10000, 2 up to 60000, and 3 after that... At least, that's how it seemed with me.
