You could fly (by flapping your arms super fast), READ SCHOOL BOOKS AT SUPER SPEED :D, run really fast (duh), you wouldn't need a vehicle, and you could play hilarious pranks on people. (Not to mention making millions of dollars in sports).

I don't think its odd! I mean, think about it, chinchilla's are so much smaller than humans, your Chinchilla now can listen to every command you give and go get stuff in tight areas, or maybe even act like a spy and retrieve codes or something from neighbors or coworkers!
