Why wasn't this terrorist stopped?

I read that he was licensed to carry a weapon as a security guard.Nobody can predict when somebody might snap and commit a horrible act like this. It doesn't help when social media antagonizes the anti-groups or suggests violence against factions they harbor hate for.Tragic none the less.The FBI defiantly should've kept this guy under their thumb,hard to do with the number of investigations they are buried under... Maybe instead of sorting through Hillary's e-mails the time,money and energy would be better spent revisiting those that are on the watch list or like you said his background check for purchase should've been flagged for authorities.
