Well I have no idea what those numbers mean, but in the rest of the world it costs a lot to run a prison. In Denmark there's a low incarceration rate and the prisons are cheaper to run, with less staff and shorter sentences than the surrounding countries, and it's still a concern for taxpayers. Holland prisons cost literally 60x what Denmark's do. UK, twice Holland.
