This used to bother me too, until I realized that a lot of people who browse memes on imgflip aren't members of the site, and therefore can't upvote memes even when they laugh at them. :)
IF A MEME MAKES YOU LAUGH YOU SHOULD GIVE IT AN UPVOTE, IF YOU COMMENT ON A MEME YOU SHOULD GIVE IT AN UPVOTE AS WELL. IF SOMEONE COMMENTS ON YOUR MEME BE COURTEOUS ENOUGH TO RESPOND OR AT LEAST GIVE THEIR COMMENT AN UPVOTE.
