How does one put a gif in a still image?

I had to download both the gif and the template, then I edited the bottom right text in the template using a drawing app called Krita, then I put both the gif and image in a video editor called OpenShot, then I just shrunk the gif and put it over the picture in that spot, then saved it to upload in the gif generator.

Openshot won't open. Did you do all of this on your phone or computer or what?
