You have part of it right, but it wasn't a bluff. Reagan was dead serious about protecting the free world from communist tyranny. Congressional communists (aka Democrats) mocked it and since they controlled congress, they killed it leaving the US without adequate defenses in a dangerous world. We still don't have good defenses against attacks from hypersonic or space based weapons...
