The CVPA does not permit taxes in City Five as all funding comes from What's found in active Warzones or apocalyptic worlds. No matter what currency it is, it equals $1, unless stated on the bill or value is determined. Things like gold or prescious minerals are high value.

Taxless haven in my opinion.
