From the bobbing it appears to be a hand held device, the pan and zoom does not appear mechanical.
Watch the chandelier from start to finish to see why I do not think this video is from a mounted surveillance camera.
What does it mean?
I cannot say for sure, other than it appears the camera man was already inside and waiting at the point of access to record the groups entry.
Viewing the entire video could provide more information to either verify or shit can my observations.
