Dude, it's a joke, listen, it's become so popular at this point that you can basically alternate Geno Frisk and Chara. Do I think that Chara's to blame, no, Chara is innocent, and we've kinda forced the role of being at fault for the genocide on them. Chara just rolls off the tongue easier than Geno Frisk.

But the meme makes more sense now that I think about it
Cause after destroying the whole world, Chara must have leveled up (even if sans is dead)
I mean, seeing as how Chara and Frisk's LV is shared, Chara would be at LV 20 when they destroy the world, and seeing as how monsters were still alive, that would gain EXP, and therefore, they'd level up, so yeah, that does make sense.
