Yes, but a Modder has full say over what he adds and whether it's buggy or unfinished, and usually Is only on one platform. Minecraft devs have to code everything twice, for java and bedrock (which both use different programming languages) and port the feature and make sure it works on all versions. And a minecraft dev can't just cram a rideable dragon into the game, it needs validation from the whole team, needs to make sure it fits into the game seamlessly (a lot of mods that make mc "better" usually ruin the simplicity or don't fit with vanilla features) and make sure it abides by their rules, for example a Modder can add sharks and make them hostile and drop a valuable fin, but a mojang dev can't because that paints a bad picture for a misunderstood animal that kills less than 4 people a year and only kills humans because it mistakes our surfboards and wetsuits for seals.
