The reason why the horses were scared by the rainbow crossing is because many animals have a natural instinct to be afraid of brightly colored things and view such brightly colored things as danger. Many venomous or poisonous animal species such as snakes and frogs are brightly colored to warn predators to stay away from them. Obviously the UK government's decision to pander to the gays backfired on them.
