Steel may be strong, but it is anything but certain. Steel must be animated by hydraulics if it is to have the strength of movement. These hydraulics are anything but strong; if a single bullet was to go through the engine powering this steel, the steel would cease its animation. Plus, if a single hydraulic line gets fractured in the steel, the fluid will leak and the animation will also cease.
Though flesh is less strong, it is much more certain. Flesh is smaller and more nimble than steel; flesh can hide when need be, flesh can stay behind cover when need be. Steel cannot do that. Not to mention that flesh can take advantage of steel without the weaknesses of steel. Small Rockets are able to completely disable steel.
