Block him, and flag abusive comments, report him or contact a site mod and explain if necessary, especially since he's hounding you.

I blocked him and no longer have to deal with a torrent of irrelevant nonsense spam. I had also reported him, as he was even flagging my memes on my streams that I own just to bother.
