I've seen this bullsh*t propagated here and everywhere else multiple times and although Biden is as old as dirt, no.. he was not shaking hands with air, a ghost, etc. He was addressing someone on the sidelines. He says something to them as he points. Then when he turns back the other way he addresses someone on the other side in a similar manner. There is other camera angles of that event that makes it clear.
