The short answer is yes, but it depends what you mean by mod every Imgflip stream.

Community and Global Moderators have sitewide abilities that extend to all streams. I'm not exactly sure about the differences though, all the abilities the Global Moderators have that Community Moderators do not.

Looks to me like you are part of the problem by editing the title of his Submissions to your stream. Most users don't like that sort of thing.
