No disrespect intended, but I think you are saying "I really need a yes or no" when you mean "want".

Users will occasionally ask me about my abilities (or in the same line of questioning, how to become an Imgflip Moderator). A bunch of users asked me those types of questions late last year when I first became a Moderator. I don't like talking about what I can and can't do. If users want to be a Mod, they would probably have to find their own path.

Since the issue you're interested in is in a user-created stream, can I presume you've already asked the owner or Moderators of that stream your questions and they won't help or answer you?

I've been on Imgflip less than three years, a moderator for less than a year. Imgflip has been around since 2011.

Seeing as this is potentially a legal matter, I'm feeling a bit out of my element.

A while back, I saw another site Moderator who has been here longer than me say:

"If you find something you think it illegal or against our terms of service, report it to us instead of spamming comment threads with it and we will take care of it"

Im not saying you are spamming comment threads, it's just part of the quote.

I think the "report it to us" part means by using the flag on an image page,

For what you are talking about, I think either of the last two options would probably be the way to go.
