The metaphor and actual thing are different, perception is required for the metaphor, previous action is required for the action. If I were to fill an empty cup halfway, it would be half full, if I were to fill it completely and drink half, it would be half empty, so on the metaphor, you are right its how you see it, but for the actual action of filling, no, perception doesnt matter unless NO ONE knows the previous action
