Thousands of different human programmers and as many self-programming bots as are needed. It will take research by parents to find the systems that produce the best results but they will be available anywhere there is internet access and the teachers unions can't make them illegal. The best education possible will be available from the Congo to Manhatten, and the choice of some to maleducate their children doesn't have to catch up other people's children as collateral damage.
