I believe that the item is actually a car seat from the 1960s. They weren't really all that safe but they did keep kids from climbing all over the back of the car. It looks like someone was just fooling around. I thought it was hilarious.
I couldn't find an official figure but the USPS believes that they receive millions of letters for Santa every year. They have a volunteer program where postal employees answer letters.
