Personally, I think he just doesn’t understand the process and really feels like they’re his. As much as I don’t like the guy, I’m not convinced he kept them for any reason other than souvenirs. It’s still wrong but probably not malicious. Folks around him have said he’s a pack rat.

Eh they may not even charge him. Maybe they just wanted the documents back where they belong.
