Not if you are on a cell phone. Then it has to track to the phone's location and tell the operator where it is located. You aren't a very deep thinker, are you? Tracking requires extra time and suffocating has a shorter window. See... you never realized how precious your breath was, did you? It is the point here....
The only thing I can tell you to clarify your thinking is that I was still capable of pushing buttons on my cell... for a short period of time. I was incapable of pushing enough air past my larynx to tell 911 where I was... cell. My mom called in and could tell I was struggling to breathe. So yeah, You are quibbling over steps in the process because you want to deny the lethal truth in the concept.
