That's bullshit. Several people have complied with officers, and they got beaten or shot anyway. There was once a case where officers shot an autistic child without provocation.
Now you're just making shit up. You can't prove that happens EVERYTIME a cop shoots somebody. For all you know, they could've been complying when they got shot....
How can you be so sure of that? There are multiple cases where cops shot at unarmed people. They shoot first and ask questions last, and then they point the finger at you.
