This is incorrect.The three-fifths compromise had nothing to do with slaves getting voting rights. It was based on whether slaves were counted towards population. The more population a state has the more representation they get in Congress, specifically the House of Representatives. Also the state would have to pay more federal taxes. Slave states were willing to compromise and count slaves as 3/5ths of a person in terms of population count so they would get the extra representation but would not pay taxes for a whole slave.
