“Democrats say X” and “Democrats pander to people who believe X” are different claims with different evidence requirements.

One is about what Democrats themselves believe/say.
The other is about what they allegedly think their audience believes.

If those were “literally the same thing,” then quoting someone wouldn’t matter at all.
