This is like saying that having the flags raised on April 20th dog-whistles to white-supremacist hate groups that they should distribute marijuana to poor and disadvantaged neighborhoods in order to prevent the minorities living there from voting in 2020 by having them jailed for possession. That's how far you have to bend over to pull it out of your butt.
