Let's say that we were a PURE democracy. If there was a majority vote on banning let's say Buddhism, then Buddhism would be banned. In a Counstitutional Republic, even if it gets passed, they cannot legally ban it because it is protected by the constitution and can thus be overruled by that document. Rights are protected under constitutional republics, they are vulnerable under democracies
