Nothing happens in a vacuum. Lord Ben Houchen is a member of the current opposition and the town he is mayor of has a strong steel industry. He has every reason to promote this theory.
There are plenty of other steelmaking sites across the UK, and I would not be concerned about any of the changes happening to British steel production in the coming years unless I myself were a British Steelworker, because the Government Houchen is criticising is the same one investing over £3bn into making British steel more competitive globally by creating redundancies.
