What should work both ways? Ofc immigrants should be given a stable job and house. In america ya you can "leave whenever you want" but they make it so that if you want to leave you have to fit soooo many requirments, pay a shi ton of money, promise to come back etc. Also they dont get much it costs a lot to get a house and food while keeping a stable job let alone finding one the government drains their pockets before leaving so they can see how "bad" and "poor" countries are
