Probably not. But this meme addressed the behavior of Democrats who are doing it.

But the behavior is the same. Democrats of the 60s disagreed with the political positions of the persons at the counter. So they "formed a crowd to confront them and tell them they are not welcome". Maxine waters told people they should, when they see someone she and they disagree with in a department store, "form a crowd to confront them and tell them they are not welcome here". The behavior was wrong then and it is wrong now and it is perpetrated by persons who are part of the Democrat Party both times.

Historical research shows the geographical location where that incident occurred was largely Democrat leaning at the time. Only Democrats opposed civil rights for African Americans. Of those who voted against the civil rights act of 1957 and 1964 the vast majority were Democrats. The persons who had "formed a crowd to tell them they were not welcome in that department store" were Democrats. You can count on it. Of course, ms. Waters, who instructed people to "form a crowd to tell civil servants from the trump administration that they are not welcome in a department store" is also a Democrat. You can count on it.
