I’m not a Biden fan, believe me, but I think he meant well and tried his best. I couldn’t find what you’re referring to, but I found a video of him reciting the constitution, where he said, “life, liberty, etcetera” and people freaked out. In my opinion, Biden is just old and decrepit while Trump legitimately doesn’t know.
Okay I had a whole response typed up but accidentally deleted it. So in summary: I would be supportive of phasing out the penny, since it costs three times it’s worth to make and wouldn’t make the average person’s life any less convenient. As long as we’re careful that sounds to me like a great idea
