That's an interesting perspective about roads. It's incumbent upon everyone to do their part to keep people safe from criminals, including road designers and builders.
Jesus did say that, and Paul wrote in Romans 13:6, "For because of this you also pay taxes, for rulers are servants of God, devoting themselves to this very thing." What is the antecedent of "this"? What is the antecedent of "this very thing"? Clearly, in the preceding verses, it's justice and vengeance. The governor is an avenger who executes criminals and upholds the innocent. Our taxes ought to fund that purpose, and none other. Where in Scripture does God permit for civil governments to use taxes for welfare and public services?
