X-rays are not very common. X-ray vision would make you almost completely blind, because thankfully very little x-rays are present in the earth. To have X-ray vision like on TV, you need to somehow emit X-rays from your eyes as well.
That, frankly, is weird
So, in that circumstance, you can still see when you close your eyes.
