I think it's clever. It's possible that I'm not getting out of it what you intended, however.
I see it as clever because of the contrast. It's taking a picture of people shooting firehoses at other people (which is a very direct action), and comparing it to an Eastern quote which talks about the power of water. Since the Eastern quote probably had something a lot more subtle in mind than just shooting people with firehoses, there's a complete mismatch in concepts, even though it sounds like a superficial fit.
