Usually said by the people who get stopped for speeding or talking on their phone and then complaining about police needing 'quotas" or why they didn't stop the other person doing the same thing, or stating they can use phones safely and the laws are stupid. Usually said by white people, whom police find less suspicious. The statistics speak for themselves. Too many black people get stopped for being where white people think they shouldn't be. Not for breaking the law.
