Ban it or leave it alone, the govt. had made more money off of tobacco than anyone and act holier than thou. We knew in the 80s though that the US market wasn't what was important and Phillip Morris wasn't all that concerned about what happened here as long as they could export. I used to walk through those factories in Richmond every week back then. Even though the number of US smokers has dropped considerably since then, all those enormous factories still remain. Tobacco is still a golden goose, and while they may beat on it, yell at it and threaten, they will never kill the source of the golden tax egg.
