They're not supposed to do much actually. A little bit of government goes a long way. We don't need a bazillion new laws, that can't even be enforced because no-one had time to read them. Simply enforcing the laws we already have would be a good start, instead of writing more laws, to fix problems, caused by people breaking existing laws.
