Sure, we could back step any chain of events back an extra step or two and talk about when the dominoes started falling. In that train of thought we could say that Ronald Reagan and the CIA's efforts to leverage the Taliban and other groups against our Soviet foes started the whole chain of events in motion. But the basement bombing you're referring to was carried out by Ramzi Yousef. He wasn't affiliated with Osama bin Laden. It's probably truer to say that Clinton failed to do the same thing both Bush presidents failed to do, that being cracking down on governments which were funding terrorists while taking money from the U.S. I would have put this all in a meme, but I couldn't find a big enough image.
