Perhaps not war per se, but hostility is. In nature it is important to protect "your teritory" because you are dependent on the resources within it. When you feel "your territory" is being encroached on, it is natural to react aggressively to defend it. Likewise when you see "territory" you want, you also may behave aggressively to acquire it. This would have the affect of limiting a pppulation within an area to what it's resources will support. All of this plays out differently on the modern stage, where the social clusters we identify with are larger, and the resources we can use may be across the globe.
