No, I got you, that's cool! They're a double edged sword, really! They're there when you don't need them, and when you do finally need them, they're no where to be found! Lol :)

The police are the public and the public are the police; the police being only members of the public who are paid to give full time attention to duties which are incumbent on every citizen in the interests of community welfare and existence.

Your right and I know they try and do their best. I know a few of them and they're all good, but they're so real @ssholes out there that all they want to do is be nosey asses! There's a town next to me and for them it's all about the ticket money, and they're doing nothing but harassing motorists!! You have to take it cop by cop, I don't care for any of them around where I live, just north or Atlanta.
