I hope I'm not taking away from the point you're trying to get across, but wouldn't that depend on whether the person was a lawmaker or not? If someone was a lawmaker, it would seem that they would have the responsibility to govern well, according (for example) to Romans chapter 13, and 1 Peter chapter 2. Ideally, that would mean passing laws for non-believers to live by values of mercy, truth, and justice.
