Well, for one, the Soviets had around 60,000; for two, everyone was scared to death about a nuclear attack. So much, in fact, that there were regular nuclear drills around the '60s, with tensions rising again in the '80s (the movie WarGames is a great example of this). The difference between then and now is that both parties were united against the USSR and communism, and today, the libtards are trying to give Iran the nukes. The Rosenbergs sold nuclear secrets to the Soviets and they were executed. Obama allows today's biggest threat to have nuclear weapons, and nothing happens.
