All it took was a lesson learned for people to take the time to up-vote memes instead of just reading them and worrying about their own. But when you get a few people who down-vote good memes from the door, memes end up unfeatured. Not Fair one bit. That rule sucks and people abuse it. They should just remove the down-vote button all together so every meme has a chance and only the most liked ones would make it to the top anyway.
