When we take into account the homeless and the poor folks that cannot afford IDs (and may have no address to put on one), it comes down to the fact that, unfortunately, brown people are economically oppressed and less likely to be able to afford ID fees. Racism does play a part (why do you think libertarians and republicans are all for it?) but it's also discriminatory based on economic standing since there are poor folks that are all races. It's two evils in one, a packaged deal of discrimination meant to suppress votes from those that could benefit the most from voting for the less evil candidates in local, state, and national elections. It's also a pain in the bum for us election workers to have to scan the IDs using scanners that don't work right 40% of the time.
